The hardest part is finding this place. How to do this will be described in the "Story" section, although you can find it earlier.
The first location is practically empty, except for a body care item and an old newspaper (needed from the bibliophile in SLS).
If you metaldetect the wrecked car near the entrance to the radar station and bikers, you can find a "micronuclear battery."
The second location contains a radar station (closed until needed in the story), bikers, and the archivist's daughter (Vegas quest).
If you metaldetect the archivist's daughter, you'll find a melee weapon called the "Biker Flail." And next to the clothes dryer behind the building with the generator, you can find the "Stimulator" with a metal detector.
Phil will upgrade your car for $2,000.
You can buy all the bikers a beer.
For the beer, Phil will tell you about power armor. You can buy armor plans from him (or rather, receive them for a quest).
Phil will ask you to sort out their reputation. They're accused of attacking a stagecoach. There are several possible scenarios to follow:
- go to black rock and find out the place;
- go to Reno and check out the place.
In Black Rock, this is easier. Upon arrival, you need to search the robot and retrieve the holodisk. You'll then have options: give the disc to the guards and fail the quest, or give it to Tuco and complete it.
There's a third option for solving the quest; it gives more XP. It requires 75 Erudition, the holodisk from the robot's corpse, and speaking with the stagecoach worker at the hotel.
After completing the quest, Phil will give you the second part of the blueprints (the first can be obtained in WWII).
When you need access to the radar station, Phil will initially refuse to let you in, but then he'll open the door himself—just talk to him. You can skip his permission and simply steal the door remote from him.
Before starting the station, you need to reconfigure the generator outside using the repair tool.
