Kollyweb, a small town in the radioactive Wasteland, is about as developed as a village. One of the "forces" is a teenage gang of "Lumpens" (thugs and cannibals). Another "force" is the local bartender, who "made his fortune" by monopolizing the moonshine trade. Ultimately, it all devolves into a cult-casual version of "Fathers and Sons."
You can find out the coordinates of the city from a guy who escaped from there and settled in Vic's house in Klamath (300xp).
It's not designed for a smooth early-game playthrough: it's loaded with skill checks (Speech, Doctor). However, it can be completed with a frontal assault, eliminating all enemies. It's not particularly valuable: a couple of books (1 Science on the shelf in the barn, 1 Scout for the quest). However, there is a "teacher" named Bars, who increases Hand-to-Hand Combat (up to 80%) and Melee Weapons (up to 70%) skills by 2% per day, for gang members only.
Meeting with the Lumpens, a local gang.
When you first enter the city, you have to speak with Humphrey, the leader of the Lumpen. He demands you give him all your booze and food. You can save your belongings by answering 1-2-4-2 (+300xp). A starting speech skill (~10+) isn't enough for this, but you can solve the problem without fighting, regardless of skill level, by sacrificing some of your booze (the answers are obvious). If you have enough beer (take 10 bottles), "contact" will be established.
Burke asks for Josie's book to be returned.
The mission can be obtained from Burke, the guy in the left corner of the bar, a now-settled gang organizer. The book must be given to Josie the Squint, standing next to Humphrey, the leader of the Lumpen. Then return to Burke and report the mission (+100xp). It's important to establish a friendly rapport with Josie during the first conversation; to do this, mock the books (+350xp).
Raphael is sick with dysentery, try to cure him.
You can get the mission from Raphael, a guy suffering from stomach pain in a ruined house on the south-east edge of the map. After talking to Raphael, you need to suggest to him that he's simply sick with dysentery and not dying. After that, he'll ask you to cure him, which requires the "Doctor" skill (+350 XP).
Join the Lumpen Gang
We go to Humphrey and ask about joining the gang. He demands that we kill someone and bring him the victim's carcass, as the gang is out of food. You can either hand over the skinny bastard Raphael, or kill the fat Tony Vernyak (then you'll have to publicly eat his heart). You can also do without murder and cannibalism. We go to Tony, who can be seen through a hole in the roof of the house to the northwest. We blab out the secret to him (he's found a "warehouse" with pre-war canned goods), ask him to share, and go after him. You can also learn about the warehouse from Raphael if you talk to him after healing him.
With a rudimentary conversation skill and a low character level, nothing worthwhile will come of it.
If we manage to talk Tony Vernyak into it (and get him drunk), he'll take us to his warehouse, in a very "dirty" area (it wouldn't hurt to take Rad-X beforehand). After a skirmish with the dogs, we grab at least 100 cans, go to Humphrey, and offer to join the gang in exchange for canned goods (also food...), +250xp.
Humphrey asks to kill Burke
The mission can be obtained from Humphrey, the leader of the Lumpens.
We go to the bar and lure Burke out by telling him that Josie wants to meet him. If you confess everything to Burke at the last minute, you'll get a bonus (+300xp).
Humphrey asks to kill Grizzly John
The mission can be obtained from Humphrey, the leader of the Lumpens.
Grizzly John asks to kill Humphrey Snag, the leader of the lumpen.
The mission can be obtained from John, the bar owner. There are quite a few possible solutions, but many don't work:
Kill the whole gang.
Eliminate Humphrey with dynamite by planting the dynamite in his pocket and running away to an invisible distance. After Humphrey's death, the gang will disband, and you can persuade Josie to take Leila and leave town.
Join the gang, seduce Leila and drive her to suicide by threatening to tell her about the betrayal and by deceiving her about the loyalty test from Humphrey (+300xp).
Establish contact with Josie, catch him in a bad mood, philosophize, wait half an hour and talk again, then give him the gun – Josie will shoot Humphrey to death. After that, Bars will turn on Josie, and you can leave him to be torn apart by the gang or stand up for Josie. You can also talk the youngsters out of getting involved – the fight will be with Bars alone.
Poison with an injection of NCR poison
Driving Leila to suicide doesn't always solve the problem. Sleeping with her is easy if you have a condom in your inventory; otherwise, the Charisma check is quite tough, but results in high Luck.
I don't recommend using dynamite: the game (mod) still glitches with dynamite, just like the original. Three charges are enough to blow up Humphrey. But you can also "break" saves, so keep that in mind and save beforehand.
If Josie and Leila survived, you can persuade them to leave the city (+130xp).
In the end, the easiest way is to simply kill the entire gang (although Grizzly John says that it is advisable to kill one leader), the size of the reward from Grizzly John will not change.
Grizzly John runs the bar, selling mostly moonshine (the rest of the selection is meager and no longer refreshed with each conversation). His son stands alone in the room to the southeast of the bar.
West of the bar entrance, behind the shed, sits a boy named Red, eating flies and making sculptures. He's making them out of shit. You can chat with him and suggest using other materials (clay and urine, +100xp). If you talk to him again after a while (about the Lumpen), you can "place" the kid in the gang, promising to put in a good word for him with Humphrey. With a new supply of canned food in your backpack, you can offer Red to Humphrey. Go to Red and tell him the good news (+300xp, -25 karma).
After joining the Lumpen gang, you can talk to Bars (learn about his role) and ask Bars to give lessons in hand-to-hand combat (up to 80%) or melee weapons (up to 70%), +2% per day.
