To complete the game as quickly as possible, I think you need to do the following: after creating your character, quickly run to New Reno. Enter the pornography studio there and find a purple robe. Put it on and immediately run to the lower left corner of the map, where San Francisco is. 

There, after receiving the quest to obtain the vertibird plans, we learn the location of Navarro's base. We head there. After killing the shady character at the entrance, we enter the base:

In our purple New Reno robes, everyone accepts us as one of their own, and so nothing stops us from finding and donning Enclave armor (cool!) and a plasma rifle. 

With our high intelligence, we easily acquire the FOB and the vertibird plans. Grabbing a robot dog, we return to San Francisco. After receiving 20,000 points from the Brotherhood representative and 5,000 points from the Shi, grabbing a pulse rifle, maximum cash (>10,000), and a couple of bottles of whiskey, we set off for the NCR. 

There, after talking to the sheriff and buying some whiskey (if you haven't already), go and apply for a job with Westin. After talking to the servant (the house in the lower right corner as you exit the ranch), you'll learn about the existence of a map to Vault 13. Go to the local doctor and buy it for 10,000. In Vault 13, you'll definitely find a NavCom chip and a GECK (if you want one). A deathclaw (Goris) will also join the crew.

Head to San Francisco. There, find a tanker and go down to the lower deck. If your character has a good critical hit, high luck, or agility/sensitivity of 10, you shouldn't have any problems with the inhabitants here. After dismantling the tanker, insert the NavCom chip and go to the upper right corner of the deck. You'll see a girl there; after rescuing her, you can talk to the Captain. 

After talking to him, head to Shi and hack the computer (intelligence => 9) to direct the fuel to the tanker. Now everything is ready for dispatch to the Enclave. Otherwise, take your time; it's better to level up with Aliens, Floaters, and Deathclaws. Luckily, there are plenty of them in the area.
