You can save the guy for money, using a Repair skill of 35, or by reaching age 30 or a Speech skill of 65%+. Repairing him will put him in a cage, from where you can rescue him without having to complete the quest. If you save him with a conversation skill or age, Jerlock will offer a submachine gun with a magazine for repairing the pump. If you let them burn the guy (or simply leave the area and return in a couple of days), Jerlock will offer you a choice of several different "guns" for repairing the pump.

For your help, the guy can upgrade your regular leather jacket (in a unique way, unlike all the other upgraders) and repair the water collector in Lovelock. After saving him, you can tell his sister that you didn't save her for free, and she'll tell you where Jerlock's stash is, containing a pistol and a few niceties. You'll need a shovel. But if you ask her about the stash, the rescued one will refuse to upgrade the jacket or repair the water collector. However, you can upgrade and repair it first, and then confront your sister.

To repair the pump, you'll need either scrap metal (at least 30 repair points) or a fuse, which can be obtained from the Main Directorate. It's worth taking the fuse and repairing it with scrap—it'll save you $500 in Reno. 

Hunter Evan will teach you how to hunt Geckos and give you the "Skinning" perk. If you ask him about traps during your first hunt, he'll increase your Sabotage skill by 5%. His quests revolve around using a whistle. 

Lure the lizards away and take what you need. In the egg cave (second quest), you'll find a torn jacket that can be turned into a regular leather jacket using a workbench and silver gecko skin (with a repair skill of 35%). You can also kill about five lizards in the lizard cave (this won't fail the quest, but it will give you experience).

After successfully completing the quests, Evan will also give you a tip on a huge scorpion. The scorpion is very thick (100 HP) and hits very hard. It's recommended to attack its eyes, as damaging them will cause it to run away (the main thing is to not escape beyond the exit grid). You'll receive 500 experience as a reward.

It's best to complete the mission of moving Jerlak to the GU after the quest to find Milo. Hunter Evan will remain there, and there are no other quests there. Persuasion requires a reputation or speech skill of 70.
