This city is inhabited by the descendants of a Chinese submarine crew. Their tolerance for harsh living conditions has given these people a significant advantage in the post-nuclear world. As a result, they are experiencing rapid growth in all fields. The US government miscalculated its plans to destroy China. 

Dr. Fung, who lives here, is a highly skilled specialist. He can install defensive implants much more cheaply from the Vault City suburbs (one set of combat armor is required for each operation). Local shops are full of useful items, including energy armor, gauss rifles, and more. Local martial artists are feuding with each other.

The Dragon can teach you to fight better. If you can defeat his students in test fights, he'll let you fight Lo Pan on his behalf. Speak with the local Brotherhood of Steel representative, Matthew, and he'll task you with retrieving helicopter plans from the Enclave base in Navarro, north along the coast. 

The Emperor's advisor, Ken Lee, also needs the helicopter plans. Matthew will copy them and give the original to Ken Lee. Matthew will then allow you into the Brotherhood bunker, where you'll find a pulse rifle and another suit of power armor. The medical computer can increase your stats; you need special chips for this.

Ken Lee will let you see the Emperor after dealing with the Hubologist leader. The Emperor is a computer; you can use his terminal to command the tanker to refuel. You can, of course, join the Hubologists, but that will only bring trouble. A scientist at the Hubologist base can upgrade your power armor. 

Punks live in the tanker. There are two shops inside with good merchandise and prices. To get the captain to agree to help, you need to help his friends. At the entrance, you'll meet Chip—he lost his spleen at cards. It was sold to Dr. Wong—he's in the emperor's palace. Tell Wong it's human, and he'll give it to you. In the hold, save your friend from mutants and aliens.

To activate NavCom, you'll need parts from  Vault 13  and the FOB key from the  Navarro base commander's office . Once the computer is repaired and the fuel is replenished, you can head to the Enclave.
