There's nothing interesting here, just a rather poorly designed F1 reference. And two gangs at war over trash...
The funniest thing is the déjà vu with Dogmeat. You can calm the local dog down, but you can't take him with you. It's sad... and not funny.
The easiest way to get there is to accept a cleanup quest from a local resident (opposite the entrance), then loot all the bandits for weapons and easily take them out. The same goes for the two guards at the entrance, they're wearing leather armor...
Another option: destroy the generator. The bandits will leave on their own, "like, guys, there's nothing left to gain here." Then you can repair the generator. The quest giver has pliers if you don't have them with you. (I personally didn't get any XP, so it's better to kill them.)
There's a computer in the room next to the generator. If you try to use an action on it, it will say you've fixed the computer (there's no skill check, apparently). Then press the action again, and you'll enter Windows drista. You can run the first Fallout disc. You'll get 500xp.
