1) Approach the uniformed man standing near the tiny building with a door. Before talking to him, remove all your armor. The man will talk to you on his own. First, ask him where the Enclave is. He'll ask why you need it. Answer that you want to join. Then this idiot will realize you're a new addition to the base's staff. Agree with him. He'll give you the password and tell you to go to the base's front entrance. Follow the path to the northwest. Enter the green exit zone. Tell the officer at the gate the password and calmly enter the base.
NOTE: If you can't persuade Karl (the uniformed man at the entrance), you may lack the conversation skill. In this case, use method 2 or 3.
2) At the power plant in Gecko, you can find a blue keycard. In the area with Karl, if you search well, you can find a ventilation hatch. The door opens with a blue key. Talk to Dethclaw, standing in the next room. Tell him that you came to save him. He will ask you to open the door through which you entered.
