There are 3 ways to obtain citizenship:
1. Gru's exam. With Perception 9, Intelligence 10, Luck 8, and Science 81%, it's impossible to pass the exam, meaning you need either Luck 9+ or Science - higher. With Perception 9 and Intelligence 9, around 100% Science was required in the original.
2. After the reactor is repaired, Advisor McClure grants citizenship without even talking to Lynette.
3. You can complete First Citizen Lynette's quest and, as she puts it, "fix the Gekko problem"—that is, blow up the reactor (simply shut off the cooling system valve). Citizenship will be granted personally. Gekko will be depleted. The Vault, by the way, will be depleted, too.
Caravan driver Ben (in the first building in the Suburb) hires guards to Redding. The caravan leaves on the 1st.
