You can infiltrate Vault City with a fake citizenship card or a day pass. Citizenship can be obtained either by passing a test at the consulate or by completing the main quest – saving the city from radioactive contamination.
Editor's note: you can get a free day pass if you talk to Wallace while wearing Vault 13 clothing (i.e., without armor).
Vic will point you to the junk dealer's shack, where you bought him your flask. Unfortunately, he doesn't remember anything. A boy named Curtis is standing near the bar – he's looking for a missing President Nixon doll – it's around the corner from Cassidy's bar. After overhearing the boy's conversation with the doll, take the wrench from the pile of rocks near the bar. At the bar at the entrance to the inner city, agree to get some real alcohol – if you don't have any with you, you can bring it later.
Taking Vic with you, go to Valerie – she's a mechanic and his daughter. After listening to their conversation, talk to Valerie – she'll ask you to get some tools. You already have them – a wrench and a toolbox. Visit her after your first trip to Gecko. Don't try to enter the city's shelter without real citizenship – you'll get a hard time.
You can scrounge a couple of books from the librarian by complaining that there won't be any left soon. Ask Consul Gregory McClure about the problem with Gecko and agree to help. Now head to Gecko and talk to Harold. Don't try to make comments about his appearance – he'll be offended:
Harold will tell you that a Magnetospheric Regulator is needed for the power plant to function properly (Why isn't it painted! Hehe). Return to Gregory and inform him of this – he'll give you permission to retrieve the regulator from the warehouse. Visit Valerie – she should have several tool kits arriving. If they haven't arrived, wait a day; if they have, ask for one – it'll come in handy.
Complete quests for the Outer City residents – buy a new plow for Smith, give Rad-Away to the vomiting Charlie, free Joshua the servant, and persuade Cassidy to travel with you. After completing the quest with Gekko and becoming a citizen, visit the first citizen, Linnet. She'll tell you a lot. You can also now visit the shelter.
On the first floor, you can receive Vault City medical training from Dr. Troy if your Doctor skill is over 80. From the computer near the door to his office, if you have medical knowledge, you can learn about defensive implant technology. If you have a Strength level higher than 8, you can loot the junk on the second floor. As a last resort, take Buffout. There's a grinding sound coming from the ventilation grate—someone's hoarded Fusion Power Cells there. Don't sell them—they're the Highwayman's power source.
Download useful information from the computer on the third floor. You can complete the security chief's quest to scout the area around Gecko (editor's note: there are 8 locations around the city). Repair the Auto-Doc in the suburbs using the toolbox. In the city center, there's a guy yelling nonsense. If you agree with him, he'll ask you to take a suitcase to Mr. Bishop in New Reno. Head to Gecko .
