One of the abandoned military bases. To blow down the gates to the base, you'll need the howitzer in the hangar. The shell for it is in a locked shed with an electronic lock. If you disable the power plant, the power fields inside the base will decrease.

Once inside, enter the password written on the note in the desk into the terminal. On the top floor, find Corporal Dixon's eyeball or open the door to the cargo elevator. There's a suit of Combat Armor in one of the lockers. All shields can be disabled using a toolbox, but be careful—an unsuccessful attempt will activate the security robots.

Editor's note: you can simply run past the shields, but doing so will cost you lives. The choice is yours.

There are many useful items on the second floor, including a Bitten Cookie, which you can eat before the fight with Horrigan—it temporarily increases your Action Points by one. 

You can turn off the power to the floor in the corridor leading to the armory from the terminal in the southeast corner of the room. Don't go to the northern part—it's full of traps and nothing there. On the third floor, find General Clifton's eye—he had access to the fourth level. Receive a mission from Skynet.

There are traps in the corridor to the bio-storage facility on the fourth floor. To extract the cyberbrain, you need a Science skill of over 100. You can also extract the brain from any partner using the extractor, emulating the local fascist scientist whose diaries you'll find in the room with the extractor terminal. However, Skynet specifically needs the cyberbrain. Incidentally, the brains of prisoners of war were used to create the robots with brains... 

After obtaining the brain, return to the first floor and activate the alarm by messing with the retinal scanner. Extract the motivator from the dead robotic brain and go down to the third floor. Use all three components: biomed gel, motivator, and brain on the broken robot. Run the Activation program – now you can add him to your team: 

With a report of successful infiltration of the base, return to the Wrights or directly to  the NCR.
