Is a stronghold and citadel of the US government. It's based on an oil platform in the Pacific Ocean. Residents of Vault 13 and your village were brought here for experiments with the new FEV toxin. The time for the final battle has arrived. 

It's best to leave your companions near the terminal at the entrance and roam the Enclave in power armor, otherwise the security system will recognize you as an enemy. After exploring the cabinets and drawers on the dock level, head down the stairs near the entrance. Speak with the elder of your tribe and the leader of the Vault 13 residents:

Head downstairs. You'll find a maze here. The side rooms contain another GECK, plenty of weapons, and a suit of Mark II Advanced Power Armor. After traversing the maze, you'll reach the floor where the president's office is. The president has a keycard that activates special security protocols. Kill him with dynamite to obtain it.

Alternatively, you can inject the president with 8 super stimpacks and wait 24 hours. The effect is the same.

The keycard can only be used from the terminal in the dock level hall near the entrance. The doctor who developed the new FEV toxin is here. He'll tell you about the Enclave's plans. With a high enough conversation skill, you can convince him of the immorality of these actions, after which he'll release the FEV toxin into the Enclave base's ventilation system.

Climbing the stairs will take you to the reactor control terminal floor. You can blow up the main control panel in the eastern section, or threaten the chief engineer in the southern section to overload the reactor. The latter option will be impossible if toxins leak into the ventilation system. 

After the reactor is overloaded, the stairs will activate. You can now access the dock level through the open door at the president's level. The room is now occupied by the president's bodyguard, Frank Horrigan, a cybernetically enhanced super mutant.

Use presidential clearance to activate the turrets and, with the help of the turrets and your teammates, kill him. The coast is clear!

Editor's note: with a high conversation skill (from 140%), you can persuade the Enclave soldiers standing in front of the road to Horrigan to fight for you. If you're trying to convince them that the entire base is about to blow up and they need to get out of here, that's all.

How do you get through the labyrinth?

Go through 9 rooms with electric fields:

Start: 2,3,1,4 of rooms 4 and 6 go into the storage areas and take the Enclave MK2 armor and the GECK, continue: 6,2,3,1,7,8,9 exit room 8. (2500 exp, by the way.)
