Enclave Outpost and Helicopter Transfer Base. You'll still have to kill the hooded man, so do it right away. Open the hatch in the shed attached to the gas station and go down. Tell the quartermaster you're new to the base, and he'll send you to the warehouse. Grab the upgraded power armor and plasma rifle. Go to Dr. Schreber and close the door, now kill the fascist. The K-9 robot dog will want to join you.

The K-9 motivator is in Raul's hangar. Tell him Schreber sent you, and he'll give you the part. 

Take the keycard for the ventilation duct door from the desk. Talk to the guard guarding Xarn, Deathclaw Warrior, telling him the doctor sent you, and free Xarn. You can get into the base commander's office by posing as a janitor. To do this, ask the guard who has access to the commander. The FOB key is in the locker. You need to sneak up, pick the lock, and steal it.

If you talk to the sergeant on the surface, you'll have to hide from him to avoid a reprimand for leaving your post without permission. If the sergeant catches you doing this three times, he'll attack. You can get the helicopter plans from Quincy by convincing him that Raul needs them. To do this, you need to learn about the disagreement between Raul and Quincy from the cook at the base. Return to San Fran and storm the Enclave .
