This is home to a gang founded by the sole survivor of the liberation of Tandi 80 years ago. At the top is a small settlement that supplies the raiders with recruits and serves as their cover.
One of the residents of the settlement at the top, Rebecca, will ask you to find her daughter, Chris. Follow the path northeast, tell the woman guarding the passage that the girl's life depends on it, and she will let you through. Kill the raiders guarding Chris and free her.
Editor's note: You don't have to kill them, just threaten one of them. But then, under no circumstances, initiate a conversation with them a second time. There's a trap set on the door in the rock, and the settler leader has the key. There's another entrance to the shelter—a hatch near the settlement entrance. You can trick the raiders who greet you as you exit the elevator into thinking you're new if you're a diplomat.
A doctor captured by the raiders will treat you for free. Repair the generator on the second floor. Electronic devices are in the warehouse on the third floor. He has a powerful .223 pistol. If you approach the gang leader, he'll attack you. He's armed with a flamethrower.
The main computer terminal will reveal the location of Vault 13. If you decide to kill all the raiders, you can negotiate with Tandi to provide aid to the settlers and incorporate the settlement into the NCR.
