A city populated by peaceful undead. The main local landmark is the nuclear power plant:

Return to Gecko with the Magnetospheric Regulator, go repair the power plant. To access the main reactor, you'll need the yellow and red keycards—they can be found in the cabinets. You can contact the Enclave from the reactor terminal and taunt the bastards. Insert the regulator into the panel (the corresponding menu option). To successfully activate the repair program, enter this sequence of commands: 2 4 1 3 5.

Editor's note: If you have a high conversation skill (nearly 100%), you can skip the power plant repairs yourself and entrust it to Festus, telling him that no one else can fix the nuclear power plant better than him

If the commands are entered correctly, after the robot executes the program, two more options will appear in the menu: install the regulator and disable the cooling system. Add the command to install the regulator and run the program again. 

Once the reactor is running properly, you need to take the task of optimizing it. To do this, descend into the dungeon beneath the unfinished power unit in the northwest part of the city and speak with the rat who resembles the Rat King from Clamath. The rat will give you a cassette tape with optimization data. 

Editor's note: You can get optimization data not only from the rat, but also from Gordon, who is in the small house in front of the power unit in the northwest part of the city. 

Return to Gregory and receive citizenship, then go down to the shelter and use the main computer to optimize the data on the disk. Get the tool kit from Valerie if you haven't already. Now return to the power plant and copy the data to the reactor terminal:

Talk to Skeeter, a mechanic, who will trade you a tool kit for a fuel cell controller. You need at least 2500 bucks to install the controller and economizer on the Highwayman. Get Skeeter a plasma regulator from the station's warehouse—Harold has the permit in the crate. 

After talking to Lemmy, recruit him if your charisma allows. Percy is a very generous merchant—you can buy an FN-FAL rifle from him for cheap, and if your charisma allows, you can upgrade it for free with Skeeter. Agree to help Percy find his friend in The Den and return to The Den (editor's note: Woody is there as an Egyptian mummy). Next stop: Redding .
